Activities Guidelines

Upper Trishuli-1 Hydroelectricity Project's Environmental Impact Assessment Report was guided the Upper Trishuli-1 Hydroelectric Project Environmental Mitigation & Management Plan (EMMP). It will be a 5 years program. The program will be in operation from before the construction of Project and will end in Completion of Project. It will include two component i) Corporate Social Responsibility in Hydropower Project affected areas and ii) Environmental Mitigation & Management plan in Hydropower affected areas. NWEDCPL will implement CSR activities as on UT-1 EIA report.

Here are set of sample activities that will be undertaken towards the achievement of the above mentioned CSR Goal and Objectives of NWEDCPL. These are by no means an exhaustive list and will be reviewed and modified from time to time as per need.

 

1.1  Human rights, social justice and social empowerment

Taking consideration of the existing national and international law /policies and company commitment on human rights, social justice and social empowerment, following activities will be incorporated into the programs. 

  1. Avoid child labor and any kind of social discrimination within the staff as well the section of the society.
  2. Share knowledge, encourage transparency and involvement of society while formulating programs.
  3. Assistance package to the small holders to develop high yield cash crops hence to make them economically dependent on their available resource.
  4. Organizing training for rural youth, women, and IPs and other vulnerable groups taking reference to the vulnerable communities development plan (VCDP) of social Action Plan (SAP) report of UT-1 Project.
  5. Special Initiatives for care of senior citizen, helpless and disables.

1.2  Integrated community development:

Based on community needs assessment of those most affected by the project, programs/project will be designed to address those needs and add value to entire community development process. Elements of these programs include:

  1. Supply of portable drinking water through protection and improvement of the existing sources.
  2. Facilitate skill development for livelihood and income generation.
  3. Help formation of Self help Groups (Sovalamban Samuha), women’s group (Aama Samuha), saving and credit co-operatives (Sahakari) Groups and promote micro finance initiatives for economic empowerment.
  4. Improve transport facilities to enhance access to existing services.
  5. Promote and improve sanitation of the communities.
  6. Improve health situation of the communities.
  7. Facilitate access to electricity through Rural electrification, or using environment friendly technologies
  8. Promotion for improvement of agricultural practices through providing assistance for the construction of new irrigation canal improvement of existing canal, quality seeds and fertilizer and technical manpower support.
  9. Adopt villages for all round development where feasible and appropriate.
  10. Respond to any other locally felt need.
  11. Formation of the task force of the Volunteer from the staff and local community members to educate people for the proper and sustain use of the resources and facilities and empower them for the maintenance facilities available in the locality.

1.3  Environment

Complying with national and international environmental rules, legislation, agreements, protocols and conventions the environmental activities includes followings

  1. Promote the efficient and effective use of clean energy.
  2. Raise awareness about environment conservation and ecological balance.
  3. Promote waste management and other environment friendly activities.
  4. Design and implement community based projects for energy conservation, pollution reduction and environment protection such as promoting use of solar energy, smokeless cook stoves etc.
  5. Develop specific annual environmental objectives and targets to ensure the continuous improvement on environmental performance.
  6. Necessary effort to restore the damaged lad and forest due to project activities if feasible.
  7. Aforestation, community forestry and green belt development.
  8. Animal care and development of jobs related to agro product.

1.4 Education

  1. Establish and manage directly or in co-operation with other partners, schools for quality of formal education.
  2. Develop, support and maintain educational institutions, vocational training institutes, centers for non-formal education etc. This will include providing grants/ assistance to schools project as describe by scope (section 3 for necessary infrastructure such as building, electricity, furniture, computers etc.
  3. Provide scholarships or financial support to children from the affected communities who have demonstrated extra-ordinary talent in academics or other skills and belong to socially and economically marginalized communities.
  4. Ensure that underprivileged children are provided access to free education through the existing educational systems and supply of study material (such as books and stationary).
  5. Undertake any other activities that contribute towards improving the educational and vocational skills of communities.

1.5 Health

  1. Strengthen capacity of existing health care facilities like improvement of existing infrastructure, providing manpower, training and other logistic supports to expand and improve coverage of health services with a focus on women children and disabled persons.
  2. Organize health check up camps, awareness camps, eye camps etc to raise awareness and provide outreach services for locally relevant health issues such as TB, HIV/AIDS, leprosy, cataract etc. Special attention will be given to women, children and elderly persons.
  3. Provide facilities (such as mobile clinics) to enhance access to health care services directly or in partnership with other private, corporate, government and non-government health service providers respond to national health priorities and Millennium Development Goals (MGDs)
  4. Design and implement projects that address priority local needs such as drug abuse, alcoholism and epidemic communicable disease.
  5. Design, produce and distribute relevant health related public information materials and films to propagate important messages to a large audience.

1.6 Disaster Management

  1. Integrate disaster preparedness and related capacity building into the ongoing initiatives for community development.
  2. Actively contribute towards local and national efforts for disaster mitigation.
  3. Respond promptly to any natural calamity such as flood, earthquakes, famines, or the outbreak of a disease and contribute to local and national rehabilitation process, as appropriate.

1.7 Sports and Culture

  1. Promotion/development of the sports in nearby village by conducting sports tournaments and sponsorship.
  2. Providing Sports material like football, volleyball, and others  to the schools and local clubs
  3. Take initiatives for the protection of the historical, archaeological and religious site through community participation.
  4. Identification and promotion of the Aesthetic natural and cultural shrines for tourism.
  5. Sponsorships of the cultural event to restore local and indigenous traditions and values.
